Hanford is 600 square miles and you can't find some way to grout waste there prior to shipping?  They can vitrify for a zillion dollars, but somehow the grouting has to be done at some place like Clive or St. Andrews.
Maybe they're afraid to grout at Hanford because the results will far exceed vitrification.
