To answer you question directly, one can either be patient or impatient. You can't be "too" much of either, nor can you be too little. I don't think asking a question really puts you into the impatient column.
The date, September 30th, is significant. The government essentially shuts down for a heartbeat on that date every year. Since it is the last day of the fiscal year, a lot of stuff that is accomplished (and paid for) before that date gets stuck into the "hold for later" box awaiting funding to proceed into the next fiscal year. All the stuff that doesn't get stuck into that box then has to compete for time and resources with the stuff that comes out of the box on October 1st. So, even if your clearance was on-track and being done for a fully-funded, continuing project, the clearances that were awaiting funding are now taking up a lot of time and slowing yours down.
