I don't think that they can mimic the Chernobyl accident as it would take the terrorists taking control of the plant to set up the conditions, that and most plants are light water reactors not graphite moderated.

I ran into this article soon after posting the opening article. It is not comforting that Russia and Pakistan are not participating in the international effort to increase security.
