Expected salary range of $192,600 to $214,000, varies based on experience, along with comprehensive benefits package that includes bonus and 401(k).

 

Location: Hybrid in the DC, Baltimore, or Houston office with openness to remote or out?of?state candidates as well.

 

PRIMARY PURPOSE OF POSITION

An experienced attorney with Constellation?s legal regulatory team with a focus on natural gas regulatory matters (approximately 75%) and some electric regulatory matters (approximately 25%).  This role encompasses litigation and advocacy before federal and state commissions, providing daily regulatory advice, and legal regulatory support related to the structuring and regulatory requirements for innovative transactions and projects.  This attorney is capable of working independently and effectively managing major matters.

 

PRIMARY DUTIES AND ACCOUNTABILITIES

  • Represent Constellation and its affiliates in regulatory proceedings before federal and state agencies, including in Federal Energy Regulatory Commission (FERC) natural gas rate case proceedings, and advise on interstate and intrastate pipeline tariff questions.
  • Advise on regulatory compliance requirements and draft various natural gas regulatory filings before federal and state agencies including, but not limited to, FERC, Department of Energy (DOE), and the Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA).
  • Provide legal regulatory support for internal cross functional natural gas teams including, but not limited to, Legal Transactional, Fuels Policy, Wholesale Trading, and various teams in the Retail organization.
  • Assist in developing natural gas policy affecting the production, transportation and distribution of natural gas that impact Constellation?s commercial businesses.
  • Provide legal regulatory support related to teams working on liquified natural gas (LNG) and renewable natural gas (RNG) matters.
  • Provide support for wholesale electric regulatory matters, including FERC and ISO/RTO compliance requirements and filings.
  • Assist with internal and external resources to plan and conduct large and highly complex legal assignments; evaluate both legal and business risks and advise clients, including senior management, accordingly on transactions, strategic initiatives, and other projects.
  • Provide project support to other attorneys and support staff as assigned.

 

MINIMUM QUALIFICATIONS

  • An LLB or JD from an accredited law school and be licensed to practice law in the relevant jurisdictions.
  • At least 5 to 8 years of professional experience in a specialized area of law.
  • Possesses and applies a comprehensive knowledge of principles, practices and procedures of the legal field to the completion of complex assignments.
  • Requires excellent legal research, analytical abilities and on ongoing knowledge of federal or state law.
  • Must have the ability to communicate clearly ? both orally and in writing; to read and analyze legal materials and other data; to work in stressful conditions under time deadlines.

PREFFERED QUALIFICATIONS

  • 10 years natural gas regulatory experience.
  • Experience in federal and/or state natural gas regulatory matters, including at FERC, an industry association, or a state commission.
  • Possess solid knowledge about the natural gas industry, an understanding of, and experience in natural gas utility operations, utility and pipeline ratemaking, and the regulatory, political and legislative process.
  • Conversant with trends and policy implications of current financial, legal and other issues associated with the natural gas industry.
