Job description
This position is for an Operations Window Manager (OWM) within the Operations Integration Center (OIC). The OIC has been tasked with integrating multiple programmatic missions into a single integrated schedule. The OWM's role is walking in each scheduled week of activities (T-week). The OWM is tasked with managing, negotiating, and communicating the schedule across all the individual stakeholders on the integrated schedule. The OWM is expected to utilize their position as a platform for communication and conflict resolution. This position will be a central voice within the ALDWP and with multiple missions for the responsible T-week. Their actions directly affect programmatic milestones and are tasked with ensuring the integrated schedule meets production deliverables.
As an Operations Window Manager you will be asked to: Coordinate with multiple programmatic stakeholders to maximize production availability. Manages the integrated schedule for a diverse range of missions. Ensures schedule development, execution, and readiness. Responsible for managing a schedule within a T-week process. Accountable for deliverables affecting the limitation of production. Report and present to OIC management on schedule adherence and locked in work completion metrics. Lead integrated schedule management meetings with large audiences. Integrate complex work into a multidisciplinary facility. Primary spokesperson for schedule status, and issues to senior level program and facility management.

Duties and Responsibilities of the OWM shall include but not limited to:

1. Communicating with work groups to ensure that activities are integrated and ready to work (by verifying supporting documents and permits are approved) prior to the execution week.

2. Audit scheduled activities through regular field walk downs.

3. Ensure activities are task ready by:

a. Assisting with the work package approval process (prompting SMEs to approve work packages etc.)

b. Ensure that planned outages are aligned and supported as scheduled.

c. Assist Outage Management Team in outage management.

d. Tracking and assisting with parts verification to include verifying that materials are on hand and staged prior to moving an activity to the Lock-in schedule.

e. Ensure that activities are integrated and communicated for affected stakeholders.

4. Confirm resources are available to support all scheduled work in conjunction with Area Controller Operations

5. Resolves obstacles to schedule execution.

6. Drives the schedule during execution week.

7. Integrates efforts of internal, external and subcontract work groups.

8. Holds Work Week Review(T+1) meetings.

a. Conducting structured Work Week Review(T+1), Scheduling, Scoping, and Lock-In Meetings and ensuring that all parties are engaged and challenged to meet their commitments for the upcoming and current work weeks.

b. Identify and assign actions from the Work Week Review and other meetings to groups that are found to be deficient and in need of improvement in areas identified during said meetings.

c. Works with Area Controllers to produce the work week review (T+1) report.

9. Manages schedule change control in conjunction with Area Controllers in order to obtain best utilization of available facility resources.


What You Need

Minimum Job Requirements:
Position requires a Bachelor's degree and 1 year of related experience; or, an equivalent combination of education and experience directly related to the occupation.

Excellent public speaking capability.
Strong negotiation skills.
Demonstrated ability with conflict resolution.
Previous schedule management experience.
Demonstrated experience in developing and nurturing customer relationships.
Demonstrated ability to lead, plan, organize a variety of missions to ensure schedule execution.
Ability to obtain and maintain a DOE Q clearance.


Desired Qualifications:

Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
Previous senior level schedule management responsibilities.
Advanced P6 experience.


Work Environment:

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q(Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
