Job Summary




We are currently seeking a motivated and experienced senior engineer or staff engineer for a Fleet Lead role for the Dominion Energy Beyond Design Basis/FLEX (BDB) Program. The BDB Program Fleet Lead works in the Nuclear Fleet Design Engineering and Programs department and is responsible for BDB program governance, oversight, and performance for the seven nuclear reactors in the fleet. The Fleet Lead is responsible for the following key activities associated with management and implementation of the programs:




Fleet Lead Responsibilities





  • Maintaining FLEX strategy basis Engineering Technical Evaluations (ETE) and FIP (Final Integrated Plan) documents, including preparing or reviewing any needed revisions.


  • Providing review/input to Licensing submittals to address the impact on FLEX strategies and equipment.


  • Coordinating fleet program procedure review through appropriate peer groups and approval through the Equipment Reliability CFAM.


  • Identifying and initiating FLEX procedure changes based on reason for change: (1) PWROG generic revision to addendum, (2) feedback from users (Operations, Engineering, Training), (3) design change, (4) IPE/PRA changes, or (5) other external inputs (Regulator, INPO, NEI, etc.).


  • Ensuring each site?s FLEX Equipment List is maintained and updated as needed, including assessing any changes to the list for impacts to Program documents.


  • Serving as industry point of contact (e.g., SAFER, INPO, EPRI, NEI) and participate or make presentations in industry meetings, forums, and boards.


  • Ensuring each station's BDB program is maintained and updated as needed, including compliance with station commitments and applicable industry requirements.


  • Verifying BDB Program compliance including identification of required documentation, or changes to the program, due to new or revised site engineering products.


  • SME for issues with the testing of FLEX equipment that provide a mitigation strategy for core cooling/decay heat removal, containment cooling/ integrity, RCS inventory control, and SFP inventory/cooling.


  • Developing and maintaining preventive maintenance (PM) strategies for BDB / FLEX equipment and interfacing with station Maintenance personnel to resolve PM or testing issues as they arise.


  • Advocate for FLEX equipment upgrades and replacements as necessary to optimize Program performance.




The most qualified candidate for this position would have:





  • Existing nuclear industry and nuclear power plant experience.

  • NEI Efficiency Bulletin 16-17 Rev. 1, ?Optimizing FLEX Equipment Preventive Maintenance Strategies and Sharing of Operational Experience?


  • NEI 12-02, Industry Guidance for Compliance with NRC Order EA-12-051, ?To Modify Licenses with Regard to Reliable Spent Fuel Pool Instrumentation?


  • INPO IER L1-13-10, ?Nuclear Accident at the Fukushima Daiichi Nuclear Power Station?


  • Experience with responding to Regulator review and inspection questions


  • Effective communication skills for engaging nuclear management, station stakeholders, vendors, and the regulator.


  • Track record of self-teaching and making decisions in the face of ambiguous or incomplete data




Required Knowledge, Skills, Abilities & Experience




The knowledge, skills, abilities, and experience that are required for entry into this job include the following:





  • Senior Engineer 5+ years of relevant nuclear technical / engineering experience. Staff Engineer 8+ years of relevant nuclear technical/engineering experience.


  • Strong planning and project management skills;


  • Strong technical and organizational leadership skills;


  • Strong oral and written communication skills (includes technical writing);


  • Proven decision making skills;


  • Ability to think analytically and solve complex problems;


  • Ability to interpret codes, regulations and practices;


  • Ability to process information quickly and effectively; manage and prioritize multiple tasks;


  • Equally effective working independently or in team environment.




Nuclear employees: Must have at least one year of Nuclear power experience.




REQUIRED ENGINEERING CRITERIA:



For placement of a candidate in the Engineer job series, the following criteria must be met:




Possess a 4-year Engineering degree from an ABET accredited Engineering program based on the year that the Engineering program was accredited by ABET, or




Possess a 4-year Engineering degree from an institution outside of the U.S. which is accredited through the country's own Engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or




Possess a 4-year degree in Engineering (non-ABET accredited), Physics, Chemistry, Math or Engineering Technology and a post-graduate Engineering degree from an institution where the undergraduate degree in the same Engineering discipline is ABET-accredited based on the year the Engineering program was accredited by ABET, or




Holds or has previously held a valid U.S. Professional Engineer license.

Note: Dominion Energy minimum experience and education requirements may exceed stated ANSI standards and candidates must meet the Dominion Energy minimum requirements.




For Nuclear employees, this ANSI standard must be met, all of which is met or exceeded in the Engineer series job summaries with the exception of the Nuclear Power experience requirement of at least 1 year:




ANSI/ANS-3.1-2014, Section 4.6.1 Education requirements: Baccalaureate or associate degree in engineering or related science. Minimum experience for the position: Related experience which shall include 2 years; Nuclear power plant experience to include 1 year.
