Expected salary range of $288,000 to $320,000, varies based on experience, along with comprehensive benefits package that includes bonus and 401(k).
PRIMARY PURPOSE OF POSITION
Lead the office of the CIO responsible for running the “business of IT, including IT’s overall governance and oversight functions, leading the development of the IT strategy, annual business planning, financial and operational performance reporting, organizational change management, strategic vendor management, and key compliance and control functions critical to the success of the IT function and the CIO agenda. The candidate must work effectively across senior IT leadership to ensure successful delivery of key business plan initiatives, compliance and controls are operating effectively, IT’s performance is consistently measured and communicated, and key risks are identified and resolved to ensure all IT areas achieve and sustain high performance.
PRIMARY DUTIES AND ACCOUNTABILITIES
Strategy & Planning:
Partner with Constellation leadership to develop, socialize, and execute the Constellation IT Strategy, including key initiatives to help Constellation meet business objectives. Lead IT’s annual planning process working across IT leadership to identify and prioritize key improvement initiatives. Includes responsibility for tracking and reporting on the status of IT’s business plan throughout the year to ensure transparency, alignment, and value realization.
Financial Management:
Partner with Finance to manage, socialize and optimize the IT budget. Associated activities includelong-range planning support, budgeting andforecasting, increasing the level of accuracy in IT’s budgets and monthly forecasts,and provide flexibility to support changes in business and financial plans. Additional scope includesbenchmarking IT costs to help value Total Cost of Ownership (TCO) and other operational performance measures.
Vendor Management Office:
Oversee and manage the performance of strategically sourced vendors used across the IT landscape to ensure maximum benefits and value for the organization. This includes continuously assessing vendor capabilities and performance to deliver competitively priced, high-quality IT services and solutions within a risk-managed and growth-oriented environment. Work collaboratively with IT and Supply Chain leadership to enhance efficiencies, improve vendor performance, promote supplier diversity, and facilitate access to new skills.
Compliance & Controls:
Evolve the IT Compliance Program to align with relevant laws, regulations and industry standards. Ensure adherence to compliance requirements, including Sarbanes Oxley (SOX), through regular audits, assessments and control testing. Lead and oversee IT Risk Assessments to identify potential technology-related risks and vulnerabilities. Develop risk mitigation strategies and align on programs that minimize high impact risks. Partner with Constellation Audit Services and Enterprise Risk Management to ensure alignment on risk tolerance and strategy.
Program & Portfolio Management:
Provide standardization and efficiency of IT programs and projects through the use of tools, templates and processes. Manage portfolio performance and reporting to ensure consistency, transparency and alignment across Constellation IT. Lead the continued implementation and operationalization of IT Portfolio Management.
Organizational Change Management:
Drive strategic IT organizational transformation and change; align IT identity, values, and behaviors into a unified culture. Enable IT employees to effectively operationalize the IT Strategy and successfully execute programs and projects using the ADKAR model. Ensure change consistency through a program of services including change execution, change enablement and broad engagement. Drive successful change adoption in our business colleagues, partners, and customers.
