Job description
Primary Purpose:

Provide comprehensive management and supervision of staff involved with developing and promoting advanced reactor government policies and regulatory reforms that when implemented create a stable and predictable licensing pathway to deployment. Additional responsibilities include management of associated advisory committees, working groups and task forces to identify and develop options for reducing regulatory and construction costs, and strategies that ultimately result in increased investment and the licensing and construction of advanced nuclear projects.

This position also is responsible for identifying the actions and strategies needed to establish the associated infrastructure (both government and industry) needed to bring advanced reactors to market.

Principal Duties and Responsibilities:

This position is accountable for the activities of the staff under his/her supervision. This includes responsibility for the proper direction of internal manpower and resources necessary to identify issues evaluate their priority, and develop an effective strategy for resolution.

This position is responsible for reviewing all actions related to issues in his/her assigned area. Therefore, the candidate must have the capability to recognize the importance of these issues and develop an approach for managing the issues in accordance with NEI policies and practices.

The candidate must have the ability to act effectively under pressure, understanding both the significance of those interactions and the necessary management constraints that limit those interactions and any potential commitments.

The candidate must have the ability to communicate effectively and diplomatically, with all disciplines and levels in NEI and with the appropriate levels of member company personnel and with a broad range of industry personnel. This requires the ability to analyze and understand the components of an issue, from the perspectives of both the regulator and the NEI members, in order to prioritize the activities necessary for resolving the issue. Superior analytical abilities and an excellent sense of judgment are imperative to the decision-making required in this position.

This position also requires a high level of leadership skills and the ability to delegate responsibility in an effective manner.

The candidate must maintain the flexibility needed to accommodate compromise in the regulatory considerations and the political and legal climates affecting an issue. He/she must anticipate the regulator’s actions and respond accordingly, and be able to determine the most effective approaches for bringing an issue to satisfactory closure. He/she must be able to adjust priorities in a dynamic environment to respond to NEI members’ needs and effectively close out the issues.

Knowledge, Skills & Abilities:

The candidate must have a thorough understanding of the practices and principles
of the nuclear energy industry, including nuclear power plants, test, research and
training reactors, nuclear and fuel cycle facilities and other materials licensees. In
addition, he/she must be knowledgeable of the regulations and regulatory guidance
documents in the areas managed.

Finally, although a detailed legal knowledge is not required, he/she should have an understanding of the basic legal issues and principles associated with his/her issues,
including risk management related to radiation injury claims.

In addition to the technical and managerial skills identified above, the candidate
must possess excellent verbal and written communication skills. He/she must be
skilled in persuasion and negotiation/resolution of conflicts and problems. He/she
must be able to assess operational, program, staffing, and fiscal needs and be
capable of evaluating financial and fiscal data and analyzing complex written
documents. The candidate must be able to delegate responsibility and achieve
results through subordinates. He/she must recruit and maintain a competent,
well-trained support staff and identify and resolve administrative problems.

technical and regulatory experience. A minimum of five years of management
experience is desirable.
