Job description
Edgewater is seeking qualified candidates for a Senior Program Manager opportunity for our customer in Aiken, SC.

Duration – 2 years

Clearance required – No

US citizenship required – Yes

Exempt or Non-Exempt – Exempt

Safety is a primary responsibility in each job performed. Obtain safety training, obey safety rules. and make safety an integral part of each task. Take the necessary steps to stop work if continuing the job is unsafe or will create an unsafe condition. Establish and manage numerous diverse project management teams, providing project direction, broad program direction, and establishing priorities needed to integrate numerous ongoing area projects. Manage project cost, schedule, scope, and subcontract matrices, while adhering to SRS quality, environmental, and safety objectives. Establish and control project costs, schedule, and technical baselines and provide effective management of project staff and matrix personnel to control baselines.        
Initiate and frequently deliver concise and accurate oral and written presentations to internal and external customers regarding project implementation plans, status, changes and new approaches, including complex technical, organizational and financial issues. Conduct significantly complex analysis of problems involving numerous engineering disciplines. Develop new and innovative alternative action strategies enabling the early achievement of milestones. Perform risk analyses and provide decision        authority for defining and approving corrective actions and establishing priorities. Manage project efforts to ensure project progress is within schedule, cost, technical, environmental, and legal baselines. Act as an technical project management advisor to project management teams, piers, less experienced project managers, and SRS senior management, and external customers        .
Required Qualifications        
Candidate must meet the following:        
1) Bachelor of Science degree in a technical or business-related discipline        
2) At least 12 years of related project experience and at least 6 years personnel management experience.
3) Ability to apply and integrate the latest business principles and methods necessary to manage all phases of projects including planning, design, procurement, scheduling, cost/budget control, construction and startup.        
4) Requires extensive knowledge of Project Management processes, practices, policies and of DOE Order 413.3B requirements.
5) Comprehensive understanding of work hazards, safety programs, environmental law, legal and business concepts is mandatory.

Problem Solving        
Manage problems and issues of extensive complexity within developing processes involving a diverse group of functional participants and stake-holders. Exercise judgment within loosely defined limits. Develops and implements primary and alternative actions with minimal restraint. Negotiate and resolve extremely complex differences among project team members which affect internal and external stakeholders, including quality and safety. Resolution efforts necessitate extensive research, knowledge, and innovative approaches. Failure in this activity could result in Congressional intervention to authorize a change in project costs, schedule, or scope baseline. Acquisition, control, and management of project funding is critical to the future of SRS. The successful management of this funding is essential to the continued safety of operations, SRS technical excellence, and implementation of the Site Strategic Plan.        

Skills of Persuasion        
Develop, document, and clearly present project concepts and detailed plans in a manner which gains acceptance and enthusiastic support from multiple SRS divisions, departments, DOE-SR, DOE-HQ, and the general public. Act as an advisor to support DOE-SR in obtaining project funding and approval from DOE-HQ for necessary licenses, permits, and approvals from regulatory agencies. Promote teamwork among project participants including internal and external customers. Resolve conflicts. Must be knowledgeable and forceful in representing and selling project to supportive and adversarial individuals from within the complex and surrounding communities while employing a high degree of skill, tactfulness and diplomacy        .

Work Hours        
A 40-hour work week is scheduled. SRNS utilizes various work schedules; including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s (9 hours/day, five days on week A and 4 days on week B). Work week excludes SRNS holidays. Each work day has a 30-minute lunch.        

Area Security Access        
A current “L” or “Q” security clearance is required.
