http://www.osha.gov/dcsp/smallbusiness/small-business.html#create - to develop your own program. The canned programs are very basic and require a lot of customization.
The canned programs usually only cover the OSHA stuff. Depending on who you are working for or your company's philosophy on safety, you may need to include some NFPA, ANSI, etc information.
You could probably do a search for modules you need on the net. Another possibility is to use your network of friends in the business to obtain examples of programs (that have been approved) and borrow what you need from each of them to make your own.
