Expected salary range of $107,100 to $119,000, varies based on experience, along with comprehensive benefits package that includes bonus and 401(k).

Primary Purpose of Position

The Training Specialist Registered Apprenticeship Program (RAP) Compliance is a client service oriented individual contributor position who works independently with only general direction and will support a collaborative effort with cross-functional stakeholders to support Constellation's compliance efforts around the Registered Apprenticeship Programs and the Inflation Reduction Act. Responsibilities will include building governance, including policies, processes, procedures, and tools, as necessary, to execute activities related to Constellation's registration, implementation, assessment, and compliance efforts. The individual responsible will be key in interfacing with various functions, including Human Resources (HR), Training, Workforce Development, Labor Relations, Tax, Legal, Accounting, Finance, as well as helping manage Constellation's outside advisors with state and national Departments of Labor. In addition, this position may support fleet level Training department projects, including technology purchases, maintenance of fleet distance learning rooms, implementation of selected fleet business planning initiatives, and maintenance of detailed scope, schedule, forecasting, and tracking of corporate training budgets

 

Primary Duties and Accountabilities

 

  • Serve as the subject matter expert on federal and state registered apprenticeship program requirements, including initial, ongoing, and Inflation Reduction Act registered apprenticeship requirements, and design and implement processes to capture required data and provide timely, accurate compliance documentation and reporting.
  • Support intake, evaluation, registration, tracking, and reporting for all program apprentices, maintain accurate program records, partner with internal and external stakeholders to ensure consistent application of governmental and internal requirements, and develop tools and resources to streamline compliance execution.
  • Coordinate with the Department of Labor, HR, Training, Workforce Development, and Labor Relations to manage registered apprenticeship programs and ensure all program and compliance requirements are met.
  • Partner with HR and Finance to ensure wages, training hours, in field hours, and other required data are collected and reported to support program compliance and tax reporting, and assist with management of third party advisors supporting compliance efforts.
  • Work with Labor Relations, Training, HR, and Workforce Development to obtain approvals for new programs and incentive funding through state and national Departments of Labor and facilitate audits conducted by state and federal labor agencies.
  • Support oversight of Training budgets and vendors (including training technology) while maintaining fleet training procedures and change communications. Lead coordination of training funding requests and apprenticeship program approvals, records, and strategic/continuity plan.
  • All other job assignments and/or duties pursuant to company policy or as directed by management to include but not limited to: (Emergency Response duties and/or coverage, Department duty coverage and/or call out, and positions outside of department in support of outage activities etc.)

 

 

Minimum Qualifications

 

  • Bachelor's degree with 5 years of related experience (e.g. nuclear/industrial maintenance, maintenance training, maintenance registered apprenticeship programs) OR
  • Associate's degree with 7 years of related experience (e.g. nuclear/industrial maintenance, maintenance training, maintenance registered apprenticeship programs) OR
  • High school diploma/GED with 9 years of related experience (e.g. nuclear/industrial maintenance, maintenance training, maintenance registered apprenticeship programs) OR
  • Current or previous Senior Reactor Operator license with 5 years of related experience (e.g. nuclear/industrial maintenance, maintenance training, maintenance registered apprenticeship programs)
  • Maintain minimum access requirement or unescorted access requirements, as applicable, and favorable medical examination and/or testing in accordance with position duties

 

Preferred Qualifications

  • Experience managing Registered Apprenticeship Programs, including compliance with federal and state registered apprenticeship requirements
  • Experience with Inflation Reduction Act (IRA) requirements
  • Experience working with the U.S. Department of Labor, state labor departments, or apprenticeship governance bodies
  • Nuclear power plant experience
  • Superior written and verbal communications skills and experience creating high quality executive presentations
  • Demonstrated strong skills with all Microsoft Office Suite programs (Excel a must) and Microsoft Project
  • Proficiency in using project management software and tools
  • Experience with PowerBI
  • Familiarity with business development organizations
