Expected salary range of $184,500 to $205,000, varies based on experience, along with comprehensive benefits package that includes bonus and 401(k).

PRIMARY PURPOSE OF POSITION

The Senior Manager of NERC Policy and Market Development serves as lead stakeholder advocate for Constellation at the North American Electric Reliability Corporation (NERC).  This position will coordinate with the NERC compliance teams within Constellation Generation and Commercial Operations to advocate for standards changes to meet strategic initiatives.  This position also supports market development for Constellation in select ISO/RTOs.  The position creates value by developing and advancing Constellation’s wholesale and retail market policy positions in the rapidly evolving electricity markets. The successful candidate will work closely with Constellation’s generation and commercial business units to identify opportunities and risks for the company’s businesses and resource portfolio.  In this heavily collaborative role, the position functions as a critical information conduit, responsible for keeping internal teams abreast of meaningful regulatory trends and initiatives impacting electricity markets. Through advocacy, persuasion, and collaboration, this position will promote Constellation’s interests with external stakeholders at the RTOs/ISOs and trade associations.

 

PRIMARY DUTIES & ACCOUNTABLITIES

• Lead and manage the company's NERC positions, building external coalitions, negotiating with external stakeholders, and executing advocacy strategies to realize outcomes that create value for the company.
• Coordinate internal and external Constellation NERC positions coordinating with engineering, operations, policy, commercial and legal organizations.
• Support Constellation generation fleet and other Constellation departments on NERC compliance issues.
• Develop and advance Constellation’s wholesale and retail market policy positions in select RTO/ISO markets, tracking issues and ensuring business units are aware of market rule development.
• Work with internal and external resources to help develop and execute strategic policies that support effective competitive markets and policy objectives.
• Review relevant regulatory and public policy initiatives and identify relevant issues and timely communicate with respect to impact on Constellation. 
• Build and maintain strong relationships with fellow NERC and ISO/RTO stakeholders, officials, trade associations, and advocacy groups. 
• Assist policy leadership in facilitating the development of strategic policies.

• Strong ability to both review and prepare written material, including whitepapers, talking points, and presentations.
• Review and analyze NERC standards and RTO/ISO rules with respect to their impact on Constellation.
• Maintain and leverage relationships with key external policymakers, stakeholders and decision makers in order to support Constellation Generation initiatives.
• Manage relationships with key state and local elected officials.
• Be able to travel as necessary, including some international (~20 to 40%) for in person NERC, ISO/RTO and industry events.

 

MINIMUM REQUIREMENTS

• Either a BA or BS degree in business, engineering, political science, public policy or related field
• At least 10 years professional experience, with a minimum of 6 in the gas and electric industry, including proven experience in systems operations. 
• Proven ability to engage with and lead effective teams including internal and external members.
• Must have strong oral and written communication and presentation skills
• Possess knowledge about the electric and gas energy industry; an understanding of, and experience in, electric and gas utility operations, bulk power market operation and the regulatory, political and legislative process
• Conversant with trends and policy implications of current financial, energy and legal issues associated with this industry.
• Strong consultative and interpersonal skills to work with diverse groups of individuals inside and outside large
• Companies.
• Demonstrated ability to work independently, exercise sound judgment and discretion and coordinate multiple projects simultaneously
