From the article, in the attached timeline: "17JUL08 USS Houston undergoes routine maintenance at Pearl Harbor. Radioactive water spills on a sailor working outside the submarine after a buildup of leaking water pops a valve." I don't think it was a valve cap. Sounds like a little more than nothing, though it is mostly political, I agree, we are talking about the possibility of undocumented discharges in port, and in port in Japan, where I would like to still be allowed to go.
