Part 20 applicability following an accident
« on: Jul 08, 2009, 06:39 »
I am working on a training project for my power plant. And am having trouble linking the dots on the following scenario:

Following a radiological accident what is the applicability of part 20 and similarly what is the applicability of your administrative technical specification for high radiation area? Do I need to do 50.54(x) to not lock my "new" High radiation areas? Or is there an understanding that during the duration of the emergency these restrictions are suspended since it is unrealsistic to meet posting requirements?

What documentation provides this understanding with the NRC?

If you are having trouble thinking of a scenario, just imagine TMI.

Thanks in advance.

The standards apply under all conditions.  I suggest that you read them very carefully.  There is no requirement to post anything that is inaccessible.  If access to an area is restricted such that personnel are prohibited entry into an area, there is no requirement to survey or post that area.

So, if part of your plant yard is a newly-created High Radiation Area, but nobody has access to that part of the yard, there is no requirement to go out and rope it off-or even to survey it for that matter.

Under most scenarios that I have run in my career, during the "accident" the entrance to the plant is locked, posted as a LHRA, and continuous RP escort is required for entry.  During the recovery phase (when conditions are stabilized) the survey teams establish the postings working their way in from the site boundary.

You cannot use 50.54X for that purpose.

If you are having trouble thinking of a scenario, just imagine TMI.

Just imagine you are posting to people who actually cleaned it up  :P
