Only had to deal with one thief on two boats. He got his, believe me. The rant the COB gave on the pier made most of us blush.
And comparison between submarines and surface--there is none. No way, no how. I trusted the guy wearing fish. The guy on the tender, whether he was wearing water wings or not? Not so much.
We had a shore power cable catch fire on the pier when I was on a tender for radcon duty. I popped the shore power breakers to deenergize them (after I called away the fire to the Q-deck and told the SCPO OOD what I was doing.)
The MR1 EDO (Sailor of the Year, BTW) comes up and starts chewing my ass, wondering where the hell did I get the authority, what was I thinking, etc., etc., etc. When I asked him what ****ing box of Crackerjacks he got his water wings out of and asked him what the FIRST action was for an electrical fire, he still wouldn't let up, and orders all but the faulty cable energized "so that they can overhaul the fire". Only when the poor bastard handling a METAL pole caused an arc and nearly killed himself (and had he been on bare conductor, he would be dead) did the light over the MR1's head go off.
This is the kind of mentality I ran into more often than not in the surface fleet. Hence my "trust" rant.
