So how do I take an inactive DOD secret and get it turned into a active DOE Q? Anyone, anyone???

Keep exact facsimiles of your answers to those questions, if you ever have to fill it out again you will be glad you did.

Also keep a list of every address you have ever lived at and keep in mind that they sometimes will go back and try to check your origional references. (And then blame you if they passed away many years ago).

I don't think I had to do anything like that in the Navy. I am pretty sure they checked all that for me, but hell, that was almost 20 years ago.
