However, Bartlett won't even return my calls, and when I finally got a voice on the phone, they TOLD me I needed to know someone at each utility to get in, or "hook up" with a Sr. RP tech who could get me in places. Way to breed loyalty, Bartlett. Ugh. 

I think you have an idea here.  Use the nukeworker  site to find seniors to "hook up" with and then travel together.  Sgt. Pepper Lonely Hearts Club band of Juniors needing Seniors.  Bartlett would never be the wiser.
