Getting Outage Work as Non-Returnee

I have 13.6 months of nuclear plant experience and an A.A.S in Radiation Protection from Chattanooga State. All of my experience has been at TVA plants. I would appreciate any suggestions for getting work at other plants because TVA has only one outage in the Spring and one in the Fall in 2013. I understand that most, if not all plants, prefer to bring in returnees. I have no contacts at other plants. Any suggestions or contacts are greatly appreciated.
