They can keep 99% of the Security Officers home at EVERY Nuclear Power Plant and nothing bad would happen. Nobody is looking to overtake a Nuclear Power Plant. It is a ridiculous perceived risk. The (3) remaining Officers will do just fine making sure "The terrorists" do not storm the MCR and initiate the "Meltdown" switch.
