but research R&D $$$ are just non-contaminated research.  Boondoggle money.  No state will step up and actually have a reprocessing facility.  Should have a caveat that accepting of the R&D dollars is stamping state approval for the future reprocessing.   No takers

Not sure how much R&D is needed for reprocessing as Europe is doing it and we had one licensed until Jimmy Carter banned the process in 1977. The ban was lifted by Reagan but no one has picked up the ball commercially. But yeah NIMBY and residual anti-nukes may have dampened it in the past. One could hope that the slowly changing attitudes on nuclear will change that.
