No blowing big tax dollars on testing in some state and then having them deny waste acceptance. Article says testing and verification of borehole wall structure is a "waste" anyway.
First get a state: MN, ND, SD, MT to buy off and be locked in on accepting waste in these deep boreholes.  Then talk.
