Arizona needs to focus on getting the US' next long-term high level waste storage facility in Douglas, AZ.   Douglas is dead border town that probably survives on tunnel smuggling from Agua Prieta, Mexico.  The copper mines are all played out.  The US needs to lease some Mexico property just east of Douglas and the airport.  Build the facility right on the border and just inside Mexico to evade regulatory hurdles.  Routing Approvals:  The US will have to pay AZ to beef up SR 191 from RTE 10.
