So a trillion is needed to finish cleaning up Hanford to some level....  So what?  It still has an active mission.  The trillion is not coming in some future near-term budget.  Money will be peddled out annually to Hanford in the same fashion for D&D/cleanup.  It's been a Works Site for 75 years and that won't change.
