Isn't the biggest problem that: nuclear plants get big federal dollars for storing waste on their own sites.  No incentive.  Extra Payday.  Pop in another dry cask and get paid more for even more storage fees. Apparently, the public and Congress doesn't complain about it, so it goes on.
