It's an opinion piece and in my opinion not a very good one, but it is news.

I've never expected for a minute that Utah would get onboard with a nuclear plant. They'll play the research and prototype supplies game just like Idaho, but they're both anti-nuclear states because they refuse to have nuclear waste. I could care less either way since they are both water short.  Arizona and Nevada: water short.  Montana: doesn't need nuclear yet.  Colorado: they're storing significant nuclear waste and not complaining.
