Will they make the 2029 date?  I doubt it.  Doesn't matter.  They can can keep slipping around the Prohibiting Russian Imports Act to meet quota. I'm betting 2035.

I like the choice of Fluor as the project EPC.  They will throw every warm-body construction and engineering person from their SC mothership at the project.  They do get work done and have qualified folks. They will burn through every available dollar (and more) in the budget.
