Split 'Nuclear Discussions' from 'Nuclear News' posts

• I split the 'Nuclear Discussions' from the 'Nuclear News' posts on the front page.
• Enhanced the titles (narrower font) so they display 10 more characters of the titles on the page.
• On hover, it shows the full title.
• And a new easy to understand "NEW" icon by new posts (if you are logged in).
