Today I have finally fixed the Moe Chapter 3 file.  Many appologies to the people that have asked me to fix this for about a year.

I have also fixed the NEU/NUF study section.  It's links to the study info had been broken for a long time as well.  I also updated that section to link to the section in the forum to discuss each section.
