The recruiter most likely wants to make sure this guy can even get into the Navy, before trying to get him into the Nuclear program. No reason to put the cart before the horse.
Glad to hear Mr. Gilmore had a different view.
This is good training Sween. Use the chain of command, which means bumping it up the line (just like you did) when things are obviously wrong.
