Tooltip Description

On the home page, I added a description to the tooltip for the job links, the news links, and the forum links.  (Hover your curser over the title for a job, and a little box appears and gives you a short summary of what job is about.  Same thing for the news and forum.)

I also changed the news links so they don't open in a popup window, rather, they now open in a new window.

It will cut down on our page views, but what the heck, it should make our lifes easier, and thats the point, right?
