Advice on getting a job?

Trying to get a job at three mile island location for chemistry position.  Peach bottom location has called, and last year i went and took the prelim test, passed it, but they told me they were hiring internally.  I received another call recently for a similar position at peach bottom, but its too far away.  Anyone have any advice why three mile island would not call me when the jobs are the same?  I have been trying to get in there for a long time, and have plenty of experience.  Thanks.
