Do you quantify your cavity as a Confined Space. And if so, if welding is being performed does that make your cavity a Permit Confined Space.

Technically it meets the requirement for a confined space then downgraded to non permit required

If welding is performed, then you have to determine if it will cause the status to change.  Are they pumping heavier than air gasses such as argon into the cavity when they weld?  How big is it (the cavity) [its big] how much argon? How much ventilation do you have?

Is the guy that used to be safety at your site still available to talk to, to see how he used to handle it?
