"A sudden runaway reaction in the presence of rainwater could trigger an explosion that would bring down parts of the decaying building that originally housed the reactor."  Could trigger a number of things, not necessarily an explosion.  Gas buildup might be anticipated for their structure design.  The blue flash isn't an explosion.
