    After posting I thought about a "study", having worked at several DOE facilities it does not necessarily have a positive connotation. A study or meeting about a subject that has already extensively explored defuses personal responsibility spreads blame around if the subject fails, goes over budget, or in general loses favor. Yes, I am generalizing and there are benefits to each like allowing ineffective people to participate in an important process and break up the day. How many studies are needed in a field that has been studied to death? How many people are laterally promoted because it is too hard to fire people in a large bureaucracy who show up at these meetings or head a study.
   Yes, I have a burr under my saddle having worked hard money contracts on DOE sites and had to deal with some of this BS.
