temporarily block for 2 years to do a study of what the discharge does to the environment/economic impact versus present.  It would find "no effect" unless the study is rigged by the economic impact piece.  Keep beating the drums of tritium release scare for 2 years and they'll find some beach goers and fisherman to complain.  The study should be done to look for the hormetic effects as much as any perceived negative effects.
