   May be a little like the Tooth Fairy project that announced increased activity in teeth until it was shown that the increase in activity in the teeth did not come from the prevailing downwind areas. Maybe a bit like claims that yard workers had increased cancers. The cancer rate was over the national average, but it turned out that it was lower than the local cancer rates.

   Speculating here I have not researched this one.

all they need is a relevant target organ linked to some marginal exposure report.  Then cue the lawyers to find "victims".
