Somebody needs to clean up and streamline the NEPA process, especially in DOE. DOE works off multiple old orders and limited recognition of 10 CFR 1021, the actual true driver. Not a single piece of legislation spells out who has to perform the work, the qualifications and who approves the documents. EAs and EISs take way too long and DOE simply blames it on the public meeting portion, which isn't the biggest hurdle.
