Was he a nuclear worker?  This is not the Joe Rhoads that is an RP.

He was an HP, ex-navy nuke. worked  in utah for awile and I believe he worked in Idaho till mid October.  He went by Frank.

Frank worked in Idaho at the RWMC site, up until he left at the end of October.
