I have long held the observation that it is the "boogeystrawman" of commercial nuclear power which was (is) the conspired smokescreen obscuring what the weapons people were (are) doing,....

queue the allegory, hyperbole, metonymy, catachresis, antithesis, simile, metaphor, et al,...
