The average value of the linear heat generation rate of all the control rods at any given horizontal plane along a fuel bundle.

Not corect, control rods don't generate heat. It's the average of the fuel pins in a bundle at any given planar location.

I don't make up the deffinitions, I just share them, argue with the NRC if you think they are wrong.
