Jobboard addition

I added some 'inner tabs' to the job board.  It's basically the menu thats at the left side in the job board, now also at the top.

I always look at the top of a page, and not over on the left for options, and I figure you do too.

It was a fairly complex operation, so let me know if I messed anything up.

Look at the new tabs in the job board, and let me know if they suck, or are useful.
