I think the author's point is that the laws (excessive regulation) screwed it up. "We" as in the country (politicians).

The author of the article gives the example of Oyster Creek costing $594M in 1969 and Watts Barr costing $7B and blaming that on regulations.  Using http://www.usinflationcalculator.com, you can see that $594M in 1969 equals $3.88B in 2016.  It still costs more because of regulations, but you can blame TMI originally, then Chernobyl, and now Fukushima for what regs we have now.

It cost $594 million (in 2017 dollars) and took four years to build.
