Difficulties with even getting the chance to take the POSS test.

Hey nukers, I'm trying to break into the nuke energy business as a NLO/AO, but every time a new job posting is listed, it requires having already taken and passes EEI tests. I believe that one requires a utility company to sponsor you for testing purposes. So, how am I supposed to be able to take (and hopefully pass) the POSS test? Should I just apply to the listings even though I haven't taken the required testing yet?
