Yucca could be covered in a lost, abandoned facilities reality TV episode at this point. 
That said, Nevada is all about bringing in dollars.  I can see them agreeing to the spending of billions to refurbish it, without actually agreeing to receive waste.
Then they'd would pull the plug before the first shipment.
Then they'd recommend it become another DOE National Lab for waste research.
It's their playbook with plenty of short memories out there.
