Stored SNF is big business for plants (active and inactive) so there's no inertia to stop them from collecting rent for the US Government and it's taxpayers.  Cut their rent payments and watch things change.  Won't happen. 
It's like fixing Social Security.  Since people making over $184k (an outdated value) don't get social security taxation, you have a shortfall in future SS. There shouldn't be a cap, regardless if millionaires/billionaires won't ever use it.
