The Nuclear Regulatory Commission held three virtual meetings to discuss a 550-page proposed rule aimed at modernizing reactor licensing, safety oversight, and siting. The proposal includes provisions for extended license durations and risk-informed, performance-based pathways for new and existing reactors. Public comments on the rulemaking are being accepted through August 31, with a final rule expected in December.

The Nuclear Regulatory Commission's proposed rule on modernizing reactor licensing, safety oversight, and siting practices ran over 550 pages when it was unveiled in July. To address the massive rulemaking, the NRC held three meetings last week to address all the topics.

At the third and final meeting, NRC staff addressed license and permit durations, 10 CFR Parts 52 and 54 enhancements, changes to emergency preparedness, and decommissioning financial assurances for new reactor applicants.

The NRC responds: Among the more notable proposals found in the rulemaking was the potential to change or extend the duration of early site permits, manufacturing licenses, and operating license renewals. In summary, the proposed rulemaking would do the following:
