Yes, enlist in the Nuclear Field and you will be E-3. 

At bootcamp you will be ranked as E-1 (Seaman Recruit), but paid as E-3.  When you leave bootcamp is when you will wear the E-3 rank [Fireman (EM, MM) or Seaman (ET)].
