The New York State Energy Research and Development Authority and the Department of Public Service released a preliminary policy paper on June 12. The report evaluates pathways to deploy 5 gigawatts of advanced nuclear power. Concurrently, the Public Service Commission launched the Nuclear Reliability Backbone initiative to examine integration strategies.

The report estimates public support costs between $15.4 billion and $23.9 billion over 25 years, depending on reactor technology and site selection. It highlights the trade-offs between mature light water reactors and small modular designs. These findings provide a framework for addressing construction risks and revenue sufficiency to attract private investment.
