The initiative follows a March executive order aimed at exploring new nuclear generation technologies to improve grid reliability and reduce regional carbon emissions.

The state currently hosts the Seabrook Station nuclear plant, but officials are debating whether additional in-state capacity would directly lower local rates. Because New Hampshire is already a net energy exporter, experts note that new projects face challenges regarding financing, transmission infrastructure, and the complexities of the regional wholesale electricity market.

At a moment of major change in U.S. energy use and policy, with electricity bills pinching consumers and discussions on climate and emissions both high-stakes and deeply politicized, New Hampshire's executive branch has locked in on a vision for one specific path forward.

"What we do best right now looks like nuclear, and I think we can benefit from expanding that," said Thomas Barrasso, director of energy innovation for the New Hampshire Department of Energy at a public meeting this June.
