Holtec International submitted the Preliminary Safety Analysis Report to the US Nuclear Regulatory Commission for two planned SMR-300 reactors at the Palisades site in Michigan. This filing completes the second phase of the construction permit application process for the Pioneer 1 and 2 units. The project aims to bring the new small modular reactors online by the early 2030s alongside the site's existing closed plant infrastructure.

The Construction Permit Application process was initiated with the limited work authorisation request and Environmental Report submitted in December of 2025. A limited work authorisation allows certain construction activities to commence before a construction permit or combined construction and operating licence has been issued.
